Chief FOIA Officers Council (CFOC) Technology Committee Video Review and Redactions Working Group Charter

Objective:  The Video Review and Redactions Working Group will review current practices, challenges, and advances in the review, redaction, and release of video footage at federal agencies when it is requested by the public via Freedom of Information Act (FOIA) requests.

Proposed Deliverables and Target Deadlines:

  1. Compile and make available Frequently Asked Questions (FAQs) on video redaction. Draft a brief “Top 10” video redaction paper related to the implementation and utilization of video redaction software in a FOIA environment - Target Deadline: February 28, 2021

    This is a research deliverable.  Actions to be taken include the following: review existing video redaction related documents and reports, discussion with FOIA professionals who are open to sharing their experiences with video redaction and other research approaches.
     
  2. Building off the work product above, host an event for FOIA professionals who have used or are currently using video redaction to discuss best practices and challenges on any of the topics covered in #2 above - Target Deadline: March 2021 (specific data TBD)
     
  3. Video Redaction Best Practices – Publish best practices and/or lessons learned focused on tactics, techniques, and procedures of effective utilization of video redaction to process FOIA cases created in #1 above - Target Deadline: May 31, 2021
     
  4. Participate in the Vendor Day held by the Technology Committee/Office of Information Policy (OIP)/Office of Government Information Services (OGIS).
