The NDC initiated this program in August 2015 following discussions between NARA and several Open Government groups.

Researchers are welcome to contact us by email at ndc@nara.gov to open an IOD request. Once we receive a request, we will survey the records to ensure that the entry is eligible to be worked as an IOD project and contact the researcher with an estimated time of completion.
Once an entry has completed the IOD process, it will be considered declassified, however it may still be subject to other access restrictions.
