Ovnelle O. Millwood was appointed as the Deputy Chief Human Capital Officer (DCHCO) in August 2024, where she is responsible for driving strategic human capital initiatives to build an engaged and high-performing workforce. Her approach blends data insights with innovative human capital practices to enhance NARA recruitment, retention, workforce planning, and organizational development.

Before rejoining NARA as DCHCO, Ms. Millwood served as DCHCO at the U.S. Citizenship and Immigration Services (USCIS). She previously held the role of Director of Strategy and Analysis in NARA’s Office of Human Capital, where she advanced initiatives to establish equitable employment practices and foster a workplace of excellence. A skilled strategist, Ms. Millwood applies data analytics and workforce planning expertise to support mission objectives by identifying organizational strengths, addressing potential risks, and guiding improvement efforts.

Ms. Millwood holds a Master of Science in Human Resources from the University of Maryland Global Campus. As a certified Internal Federal Coach and Conflict Mediator, she supports leaders in reaching their full potential and fosters an environment that emphasizes individual growth and effective leadership.
