Memorandum to Annual Reporting Contacts: 2023 Federal Agency Records Management Reporting Templates

This year’s annual reporting period will run from January 8, 2024 to March 8, 2024. Agencies will be required to submit three annual reporting pieces and one additional spreadsheet to help NARA plan for future accessioning, preserving and providing access to born-digital records:

  • Annual Records Management Self-Assessment (RMSA) submitted via survey tool
  • Federal Electronic Records and Email Management Maturity Model (FEREM) submitted via survey tool
  • Senior Agency Official for Records Management (SAORM) Annual Report submitted separately via email using a template sent to SAORMs on January 8th 
  • Inventory of both permanent and unscheduled electronic records (other than Capstone email) over 5 terabytes submitted separately via email using the Permanent and Unscheduled Electronic Records Over 5 TB Spreadsheet on our website.

For your convenience to gather and compile the information, we are providing Word versions of the RMSA and FEREM questionnaires on our website. Please do not return these forms to us. Your agency's official response must be entered into the survey tool using the links described above.

On January 8, 2024, Agency Records Officers and those designated to respond to annual reporting will receive two separate links to enter their agency's data for the RMSA and the FEREM. These links are specific to the addressee and should not be forwarded to, or used by, another individual so it is imperative that we have the correct point-of-contact information for your agency. Additional instructions will also be provided. If you are no longer responsible for completing the reports for your agency, please contact rmselfassessment@nara.gov by January 4, 2024.
