SUBJECT: Revoked NARA Bulletin on Media Neutral Processes

1. What is the purpose of this bulletin?

The purpose of this bulletin is to revoke NARA Bulletin 2010-04, Guidance Concerning Notifications for Previously Scheduled Permanent Records. This bulletin is no longer in effect. This bulletin has been labeled as “revoked” and moved to NARA’s past bulletins webpage.

2. Why is NARA revoking the bulletin?

NARA recently issued new regulations related to the digitization of permanent records in the 36 Code of Federal Regulations, Part 1236 Electronic Records Management, Subpart E. These new regulations require agencies to follow NARA’s digitization standards and transfer the digitized records to NARA instead of the source records. Therefore, NARA is revoking NARA Bulletin 2010-04 to remove guidance on notifying NARA when agencies change from paper processes to digital processes.
NARA is revoking the media neutral notification process because we expect agencies to transition to fully digital government, as directed by OMB/NARA memos M-19-21 and M-23-07. We no longer need to be notified when an agency will be transferring electronic records to NARA instead of paper records.
