FRC MEMORANDUM TO FEDERAL AGENCY CONTACTS: Change to FRC Billing Policy

Beginning in October 2007, the Federal Records Centers Program ceased its practice of estimated billing (that is, billing in advance of services provided). In response to our customers' feedback, the FRCP resumed billing for records storage and services the month following delivery of services.

Originally implemented in FY 2006 to assist customer agencies in complying with government-wide accounting regulations, the practice of billing in advance resulted in difficulty reconciling invoices and delayed processing of payments. The restoration of our previous billing practice will eliminate this confusion and reduce the administrative burden for the FRCP and our customers.

In making this change, the FRCP will rely more heavily on timely agreements and payments from customers, and the use of the Intra-Governmental Payment and Collection (IPAC) system to process electronic payments.
