MEMORANDUM TO FEDERAL AGENCY CONTACTS: Release of NARA Bulletin 2019-02: Agency Records Officer Credential Training and Renewal Policy

NARA is releasing a new Bulletin on Agency Records Officer training, NARA Bulletin 2019-02. The purpose of this Bulletin is to describe the replacement of NARA’s Certificate of Federal Records Management Training with the new Agency Records Officer Credential (AROC). The Bulletin also establishes the requirement for Agency Records Officers to renew the credential on a regular three-year cycle.

The Bulletin expands upon requirements in the recently issued OMB/NARA Memorandum M-19-21 (June 28, 2019) that directs NARA and Federal agencies to reform Government-wide records management policies and practices. Target 1.4 of the Memorandum requires agencies to designate an Agency Records Officer who holds the Certificate of Federal Records Management Training. The AROC replaces the Certificate of Federal Records Management Training.
