Memorandum to Federal Records Management Contacts: Transfer Requests, Direct Offers, and the M-23-07 deadline
This memo communicates to agencies the importance of proposing transfer requests for direct offers of permanent records to NARA before the June 30, 2024 deadline established in OMB/NARA Memo M-23-07, Update to Transition to Electronic Records.
The deadline states:
- After June 30, 2024, NARA will no longer accept transfers of permanent or temporary records in analog formats and will accept records only in an electronic format with appropriate metadata.
NARA encourages agencies to submit transfer requests before the deadline if they have permanent records in their custody eligible for transfer. Any transfer requests submitted to NARA in ERA 2.0 before June 30, 2024 will be considered for accessioning in their original format.
The physical transfer of permanent records is an activity that takes a great deal of coordination and logistical effort. As long as the proposed transfer request has been made before the deadline, the length of time it takes to approve and complete the transfer will not impact what format the records will eventually be transferred to NARA.
After the deadline any permanent records stored in agency custody will need to be digitized in order to be directly offered to NARA. NARA’s digitization standards for permanent records are available in 36 CFR 1236, Subpart E, Digitization of Permanent Records.
NARA recommends that agencies consult the Accessoning Guidance and Policy page for additional information, resources, and points of contact related to accessioning permanent records.
