Memorandum to Senior Agency Officials for Records Management (SAORM) and Agency Records Officers: 2024 Federal Agency Records Management Reporting Period
The annual records management reporting period for CY 2024 will be from January 13, 2025 to March 14, 2025. Agencies will be receiving additional communications with full details and instructions from our office prior to the start of the reporting period.
We will require agencies to submit the following:
- Senior Agency Official for Records Management (SAORM) Annual Report: This report gathers data on how agencies complied with the goals of the OMB/NARA Update to Transition to Electronic Records (M-23-07) and other important records management initiatives. SAORMs will receive instructions and access to the report template at the beginning of the reporting period.
- Federal Electronic Records and Email Management Report (FEREM): This report, based on a maturity model, is designed to evaluate how well federal agencies are managing their electronic records and email. Information about accessing the survey tool will be sent via email to Agency Records Officers and those designated to respond.
- Records Management Self-Assessment (RMSA): The annual RMSA asks questions to assess compliance with records management statutes, regulations, and NARA policies and guidance. Information about accessing the survey tool will be sent via email to Agency Records Officers and those designated to respond.
- Inventory of both permanent and unscheduled electronic records (other than Capstone email) over 5 terabytes: This information is to help NARA plan for future accessioning, preservation and access and will be submitted separately via email using a spreadsheet that will be posted to our website.

Once data from the SAORM, FEREM, and RMSA reports has been collected and analyzed, NARA will issue a consolidated report on the state of federal records management. Previous annual federal agency record management reports are available on our website.
