An oilman and inventor, Samuel Milton Jones (1846 –1904) served as a Progressive Era Mayor of Toledo, Ohio from 1897 to 1904. Known as “Golden Rule” Jones, he was an influential advocate of municipal reform and oversaw implementation of a series of humane modifications including free kindergartens, a park system, playgrounds for children, free public baths, an eight-hour day for city workers, and other reforms.
