J. Res. 1 of the Legislature of the Territory of Hawaii, August 15, 1903

The United States Constitution requires Congress to approve new states before they can be admitted to the Union. Just five years after the annexation of Hawaii its territorial legislature petitioned Congress to admit Hawaii as a state.
