Classification 173: Civil Rights Act of 1964

This classification was established in 1964 for investigations of violations of the Civil Rights Act of 1964, especially in the areas of public accommodations, public facilities, public education and employment. In 1972, Congress amended that act to prohibit discrimination on the basis of sex in public educational institutions. Investigations in the classification relate only to the 1964 act while other civil rights cases are in Classification 44: Civil Rights (Racial Violence or Discrimination) and Classification 157: Civil Unrest. The Bureau in general only conducted preliminary investigations upon the receipt of citizens' complaints. Thorough investigations were only undertaken at the request of the Civil Rights Division of the Department of Justice.
