Classification 39: Falsely Claiming Citizenship

This classification was established in 1924 by a memorandum from the Director for Bureau investigations regarding false citizenship claims (18 USC 911 and 1015). Prior to 1938, the classification was titled "Immigration and Naturalization Matters." Principal subjects include enemy aliens during World War II and communists in the 1950s. Jurisdictional responsibility has been divided between the Bureau and the Immigration and Naturalization Service (INS). In 1980, the Justice Department recommended reviewing the Bureau's role in this investigative area with the objective of transferring authority to INS exclusively.
