MEMORANDUM TO FEDERAL AGENCY RECORDS CONTACTS: NARA Bulletin 2009-03
I am pleased to notify you that NARA has issued NARA Bulletin 2009-03, Pre-accessioning permanent electronic records. This bulletin defines what the National Archives and Records Administration (NARA) means when discussing pre-accessioning of electronic records with archival value and describes the criteria for determining when pre-accessioning is appropriate.
NARA first issued a bulletin on pre-accessioning electronic records in 2006. Since then we have received a number of collections as pre-accessions. We have also seen agencies include pre-accessioning transfer language for permanent items on many new records schedules. This reissuance has been updated to inform agencies that pre-accessioning is available at no cost to the transferring agency and clarifies the conditions under which NARA will pre-accession cumulative or dynamically-maintained series of electronic records.
