MEMORANDUM TO FEDERAL AGENCY CONTACTS: NARA issues Electronic Recordkeeping FAQ for agencies using the Federal Docket Management System (FDMS).
I am pleased to notify you that NARA has issued an FDMS Recordkeeping FAQ for Federal Agencies, a NARA guidance document for agencies using the new FDMS Records Manager for their rulemaking records. The purpose of this FAQ is to remind Records Management Officers and others about their agency recordkeeping responsibilities when using FDMS. The FAQ provides guidance on managing and scheduling rulemaking records when agencies convert from a paper-based recordkeeping system to the FDMS electronic recordkeeping system.
Since 2005, NARA has worked closely with the FDMS Program Management Office and with various FDMS records management working groups to develop FDMS recordkeeping requirements, test the functionality of the records management application (RMA), and to assure that the RMA is flexible enough for all Federal agencies to use easily in the rulemaking business process. The FDMS RMA is now available for all agencies to use, and meets all NARA records management requirements for lifecycle management of rulemaking records.
