MEMORANDUM TO FEDERAL AGENCY RECORDS CONTACTS: Annual NARA Records Management Self-Assessment
On May17, 2010, the National Archives and Records Administration (NARA) will issue its annual records management self-assessment for completion by agency Records Officers. The questionnaire contains 55 questions, which derive from Federal records management regulations in 36 CFR Chapter XII, Subchapter B and NARA guidance. The 2010 special focus is on agency records management training.
We thank you for your agency’s participation in the 2009 baseline assessment last fall. From this point forward, we plan to issue the self-assessment each May.
Under 44 USC 2904(c) the Archivist has the authority and responsibility to conduct research to improve records management practices and programs, to inspect agency records management programs and practices, and report the results of these activities to the Office of Management and Budget (OMB) and to Congress. This self-assessment is designed to help NARA fulfill its oversight responsibilities by evaluating Federal records management programs and helping identify those programs with such significant weaknesses that Federal records are at serious risk. Use of the self-assessment will also help your agency determine areas for improvement.
Completion and submission of the self-assessment is mandatory. As the primary records management contact for your agency, you have been designated to receive the self-assessment for your agency. If you are not the correct point-of-contact for this response, please notify us no later than April 30, 2010, so that we may update this information.
On May 17th we will send you a “RM Communications” e-mail with a link to go to our on-line service provider to enter your agency’s data. For security reasons, this link can not be forwarded to other individuals for response, which is why it is imperative that we have the correct point-of-contact. You will have until June 11th to enter your data. The link will become non-operational at that time. We are unable to accept submissions after June 11th.
Based on the answers provided and other information we have gathered on agency records management practices across the government, NARA may follow-up with your agency to request further documentation, such as copies of agency records management policies and
directives. The results of the self-assessment will be reported in NARA’s annual performance and accountability report. The results could lead to an inspection of agency recordkeeping practices, per 44 USC 2904(c) and 36 CFR 1239.
