Archivist of the United States Appoints New Chief Human Capital Officer

Washington, DC…Archivist of the United States David S. Ferriero has appointed Sean Clayton Chief Human Capital Officer to oversee National Archives’ human capital programs and activities. He started the position in June.

In making the announcement, the Archivist said, “I am pleased to appoint Sean to this new position. His breadth of experience with various government-wide human capital initiatives make him a perfect fit to lead our agency’s efforts. I am confident that his experience and proven skills in human resources, organizational development, and process improvement will bring positive change to the National Archives.”

Mr. Clayton is a graduate of the Social Security Administration’s Senior Executive Service Candidate Development Program. While with the Social Security Administration, he held several prominent leadership roles, most notably the role of Deputy Regional Commissioner for Management and Operations Support. In this role, he was responsible for executive oversight of IT, program policy, budget, facilities, and human resources function for the 6,800-person San Francisco region. Mr. Clayton also served as a Human Capital Specialist at the Department of Energy where he spearheaded agency and government-wide talent acquisition initiatives, career mapping efforts, student hiring programs, competency identification, mentoring, human capital policy development, and federal hiring process improvement. Mr. Clayton was also chairperson of the National Council of Hispanic Employment Program Managers, where he served as a government-wide resource and advisor on equal employment opportunity and human capital issues.

Mr. Clayton received a Bachelor of Arts in Politics from Ursinus College and a Masters in Public Administration, with a concentration in Organizational Diagnosis and Change Management, from American University.
