KAGAN - Additional Materials Related to Elena Kagan
The National Archives has identified an additional 1,704 pages of documents from the Clinton White House that relate to Elena Kagan. The records were turned over to the Senate Judiciary Committee on Saturday, June 19, 2010.


Records Released on June 18, 2010

The following three groups of records reflect Elena Kagan's work both with the Counsel’s Office and with the Domestic Policy Council. The records consist of electronic mail (e-mail) created and received by Elena Kagan. In addition to the e-mails proper, these messages include forwards, reply chains, and attachments. The attached documents include notes, memorandum, articles, reports, executive orders, bills, and directives.


Records Released on June 11, 2010

Elena Kagan, Office of White House Counsel
Elena Kagan served as Associate Counsel to President Clinton from 1995 to 1996. This group of Clinton Presidential records are from Kagan’s time in the Office of White House Counsel and contain files created and received by her.

Kagan - Staff & Office / U.S. Appeals Court for the District of Columbia
After serving as the Deputy Director of the Domestic Policy Council, Elena Kagan was nominated to serve on the U.S. Appeals Court for the District of Columbia (D.C. Circuit) in 1999. Her nomination expired in 2000 without Senate action. The files in this opening contain records from the White House Staff and Office Files, Counsel’s Office and Presidential Personnel, concerning her nomination.

Domestic Policy Council Boxes 69-70 / Kagan - Staff & Office
From 1997 to 1999, Elena Kagan served as Deputy Assistant to the President for Domestic Policy and Deputy Director of the Domestic Policy Council (DPC). Previous to that, she served as Associate White House Counsel from 1995 to 1996. The records being released consist of two boxes that are filed and identified as part of her working files for the DPC. However, this material, boxes 69 and 70, specifically concern her work as Associate Counsel to the President. Therefore, these boxes are being released with the remainder of her Counsel Office files.

Kagan - White House Office of Records Management (WHORM)
Elena Kagan served in two positions during the Clinton Administration. She was Associate White House Counsel from 1995–1996 and Deputy Assistant to the President for Domestic Policy and Deputy Director of the Domestic Policy Council (DPC) from 1997–1999. This group of records is from the White House Office of Records Management (WHORM) subject file series.

Kagan - Domestic Policy Counsel boxes 69 & 70

This group of records is from Elena Kagan’s time with the Domestic Policy Council and contains files created and received by Elena Kagan. The files include records concerning domestic policy topics such as AIDS, budget appropriations, campaign finance reform, education, health, labor, race, tobacco, and welfare. The records include memoranda, correspondence, articles, and reports.
