Memorial of Citizens from Frederick County in Favor of the Transfer of their County to West Virginia, January 6, 1866

Citizens of Frederick County, William Andrews and William R. Smith Jr., sent this petition to Congress asking for the transfer of Frederick County to the state of West Virginia around the same time that Congress was considering the debates over Berkeley and Jefferson Counties. The petition claimed that Union supporters in Frederick County, Virginia wanted to join West Virginia. It also contained a map that detailed the boundary line between West Virginia and Virginia. The map illustrates not only the position of Frederick County but also those of the highly debated Berkeley and Jefferson Counties. Frederick County was not transferred to West Virginia, despite the efforts of its citizens.
