Controlled Unclassified Information Council

The CUI Council is a part of the CUI Framework governance structure, and shall be the primary advisor to the CUI Office on issues pertaining to the CUI Framework. The May 2008 Presidential Memorandum states the CUI Council is "a subcommittee of the Information Sharing Council (ISC), created by the Intelligence Reform and Terrorism Prevention Act of 2004 (Public Law 108-458) (IRTPA)." As a subsidiary group of the ISC, the CUI Council is not subject to the requirements of the Federal Advisory Council Act (FACA).

How was the CUI Council Established?

Formal activation of the Controlled Unclassified Information (CUI) Council occurred on July 9, 2008, with the issuance of guidance from the Program Manager, Information Sharing Environment, requiring department and agencies members to the ISC to designate a representative to the CUI Council.

What are the Functions of the CUI Council?

The May 2008 Presidential Memorandum delineates five functions for the CUI Council. These are:

  1. Serve as the primary advisor to the Executive Agent on issues pertaining to the CUI Framework.
  2. Advise the Executive Agent in developing procedures, guidelines, and standards necessary to establish, implement, and maintain the CUI Framework.
  3. Ensure coordination among departments and agencies participating in the CUI Framework.
  4. Advise the Executive Agent in developing procedures, guidelines, and standards necessary to establish, implement, and maintain the CUI Framework.
  5. As appropriate, consult with the ISC’s State, Local, Tribal, and Private Sector Subcommittee.

The CUI Council also includes two State, local, and tribal government members and two private sector members. In addition, the CUI Council may consult with the Information Sharing Council's (ISC) State, Local, Tribal, and Private Sector Subcommittee as appropriate.
