Summary: NARA proposes to modify its regulations relating to the public use of Federal records and donated historical materials. We are proposing that all researchers using the National Archives Building, even those using only microfilm publications or public access computers, obtain a researcher identification card. The proposed rule will apply to regional archives facilities, also, except where the microfilm research is separated from the area where original records are used. This proposed rule will affect the public.
