Disputes and allegations between TVA Director Arthur E. Morgan and Chairman of the Board David Lilienthal prompted a Congressional investigation of TVA from 1936 to 1938. The result of the investigation was Morgan's ouster, the politics of which played out in political cartoons across the country in 1938. Some of the cartoons' artists sent courtesy copies of their work to Dr. Morgan.
