General Counsel: Gary M. Stern

NARA’s General Counsel (NGC) provides legal counsel and advice to NARA on all NARA legal and related matters. General Counsel provides oral and written legal advice, as appropriate, prepares legal documents on behalf of NARA, and represents NARA in proceedings before administrative tribunals and in federal court (in coordination with the Department of Justice). NGC administers NARA’s ethics program, including ethics training and advice, and serves as liaison with the Office of Government Ethics; serves as NARA’s Chief FOIA Officer and the Senior Agency Official for Privacy; serves as NARA’s Dispute Resolution Official; and administers Resolve, NARA’s alternative dispute resolution program.
